Overview
First and foremost, I am a construction engineer by way of ground-up, grass-roots experience, namely, field and field office construction engineering practice, field construction supervision, and construction contract management practice - and a Civil Engineering degree. My 40-odd year career in construction as a contractor's at-will employee, government construction company start-up ownership and operation; and construction claims consultant, gives me a unique set of skills and a perspective that no other construction claims consultant can offer. I have identified no competitor, nor any competitor's staff member, who has ever been a surety-bonded prime contractor and done that from a cold start-up (much less one who has ever been a government contractor); or placed his and his spouse's entire financial assets at risk to a surety in order to secure a bond line; or dickered with a bank for a loan extension to meet a construction job payroll, indeed, ever met any payroll (except perhaps his own consulting firm's)!! Government Contractor
From 1993 to 1998, owned and operated my own surety-bonded general contracting business, bidding and constructing civil and military facilities for the Federal government exclusively. In this realitively short time span, I personally experienced and dealt with government-caused claims issues of scope and magnitude you as a contractor probably will never have happen on your contracts. In a nutshell, if you have an owner-caused problem on your contract, I have probably personally experienced it (not as a consultant) in some form or another.
Construction Claims Consultant
Been engaged by firms in, and/or contracts in, New York, California, Florida, Texas, Pennsylvania, Massachusetts, Missouri, Mississippi, North Dakota, Ohio and Virginia on contractors claims totaling more than $30 million in then-current dollars. Numerous of these issues ended up in the hands of attorneys in pre-litigation settlement discussions and/or mediation with my work product as background. My fact investigations, organization, analysis, and writing skills, were highly relative. With some final outcomes unknown to me in exact dollars, nevertheless my clients ultimately successfully recovered no less than 40% of their claimed damages! (As is always the discrete prerogative of the client, substantial amounts were probably traded off to expedite settlement and avoid prolonged litigation.)
Field Engineer to Project Manager
Early "apprentice" years spent for general contractors in office and field engineer and superintendent roles on dams, locks, canals, highways, commercial buildings, and site development projects for heavy construction and general commercial contractors. Subsequently, project manager positions, some being responsible for non-centralized issues of job financial statements, equipment overhaul, subcontractor acquisition, change orders and claims. Held some of these for contractors in the following Corps of Engineers districts: Philadelphia, Nashville, Tulsa, Louisville, Mobile, and Savannah.

Record of Arbitration Presided Over
Arbitrator - $16,000 demand by subcontractor in dispute with prime contractor. Heard ex-parte, Birmingham, 1994.
Arbitrator - $200,000 dispute between contractor, hospital owner and owner's architect in re defective work. Facility Location: North Alabama. Heard in Montgomery at one-day hearing, 1992.
Arbitratration Panel Member - Three-member panel, three-day hearing. $400,000 dispute between general contractor and subcontractor, 16 story condominium project. Location: Atlanta. Heard: Atlanta, 1991.
