As a government construction prime contractor (not to mention while employed by other general contractors earlier in my career and as a construction engineer-consultant), I've had extensive experience calculating recoverable costs in claim issues. As your construction claim progresses, I will help you determine your true cost of delays or project changes. Because of the complexity of any government construction contract, you must consider everything from equipment rental, to employee salaries, to insurance premiums, to materials storage. And do not forget more subtle damages to the unchanged work as a result of the impact of the changed work! There's also interest on borrowed funds (where allowable), to name just a few considerations. Finally, you must include not only the costs you've already incurred, but anticipate those costs that are inevitable in the future as a consequence of changes to the original bid.
